If you are a struggling building owner or tenant – help is here! The Illinois Housing Development Authority (IHDA) and the City of Chicago have both opened the application periods for emergency rental assistance.
The Preservation Compact convened partners at IHDA, Cook County, and the City of Chicago to coordinate information about their programs to create a unified webpage — a one-stop shop for property owners and tenants to find information on all of the COVID-19 rental programs.

These programs will provide much needed relief to tenants and landlords. We highly encourage all CIC borrowers and other housing providers to learn more and apply for assistance, if eligible.

IHDA Statewide Emergency Rental Assistance
Statewide emergency rental assistance program is now open for applications. Housing providers can begin the application process now. Apply online here!
If you own rental property anywhere in the state of Illinois and you have tenants who are behind on their rent, we encourage you to learn more and apply.
- Applications for landlords will be accepted through June 6, 2021 (the tenant application portion will be open through June 13)
- Property owners start the application process, then tenants submit their part of the application.
- Up to $25,000 maximum assistance per tenant household.
- Payments will be made directly to the housing provider via check.
- If your rental property is anywhere in the state of Illinois and your tenant meets the eligibility criteria, you are eligible to apply. This includes Chicago and Suburban Cook County residents.

City of Chicago Emergency Rental Assistance
The City of Chicago’s Emergency Rental Assistance Program (ERAP) is open for applications. Tenants and housing providers can begin the application process now. Apply online here!
If you own rental property in the City of Chicago and you have tenants who are behind on their rent, we encourage you to learn more and apply.
- Applications will be accepted through June 8, 2021.
- Either property owners or tenants can start the application process.
- There is no cap on the amount of assistance that a tenant household can receive—the program can assist with all back rent owed since June 2020.
- Payments will be made directly to the housing provider via check.
- If your rental property is anywhere in the City of Chicago and your tenant meets the eligibility criteria, you are eligible to apply. Residents of the City of Chicago are also eligible for the IHDA statewide emergency rental assistance program that is currently open for applications. You can apply to both programs but will only receive assistance from one program.
